The merchants there understood that a war-torn region meant no profit, so they complied with imperial rule and remained loyal to the Empire throughout the conflict. Contrary to some accounts, Teirm never funneled gold or grain to the Varden—the city was firmly under imperial control and did not secretly finance the resistance. The Varden's stronghold was in the Beor Mountains, not the Spine, and Teirm never became a supply point for them during the later stages of the war. The city remained under the Empire until after Galbatorix's fall, its docks filled with merchant galleys rather than warships, and its streets buzzing with imperial agents rather than rebel spies.
